Basic Function: Supervises the Financial Assistants and all daily functions of the Business Office under the administrative direction of the Finance Director.  Performs activities relating to the daily maintenance of the Agency’s payroll and benefit records.   Is supervised by and evaluated by the Finance Director.  

Specific Responsibilities:

  1. Supervises the Financial Assistants. Reviews and approves their daily/monthly work.  
  2. Evaluates staff performance and make recommendations on staff changes, promotions, disciplinary actions, and terminations.
  3. Promotes teamwork with and cooperation among staff supervised, peers, supervisors, and staff of other departments and programs.   
  4. Oversees billing processes, accounts payable and receivable processes.
  5. Performs payroll processing by reviewing timecards, edits garnishment calculations and review payroll deductions.
  6. Coordinates the Agency’s employee benefits and payroll deduction program. 
  7. Prepares payroll reconciliation work papers.
  8. Prepares payroll tax returns.
  9. Understands and reviews recording of sales and payments in accounts receivable.
  10. Follows up with rejected or delinquent billings. 
  11. Understands and reviews recording of daily deposits.
  12. Reconciles general ledger accounts. 
  13. Utilizes and maintains the payroll and human resources module of the current accounting software.
  14. Assists in those activities necessary for the accurate and timely preparation of the Agency’s financial statements.
  15. Assists in the development of the Agency’s annual budget.
  16. Provides or assists in training of others using the current computer software and spreadsheet applications.
  17. Serves as backup for all daily functions of the Business Office.
  18. Completes all annual training requirements.
  19. May be required to assist during emergency situations.
  20. Performs all other duties as assigned.

Minimum Education/Experience

Verifiable documentation of education. Associate’s degree in accounting or comparable demonstrated skill development and two (2) or more years of general accounting experience. Proficient in spreadsheet applications and accounting software.  Experience with payroll processing highly regarded.  Experience with persons with developmental disabilities and other physical and mental challenges preferred.  Prior supervisory experience required. Successful completion of the Test of Adult Basic Education (TABE) testing ability to read.  

Language and Skills 

This is a professional position which requires good quality verbal and written communication skills with the expectation of projecting a professional demeanor in all circumstances.  Knowledge of labor laws, state regulations, Agency timekeeping system programs, Collective Bargaining Agreement (CBA), other Agency programs and Agency policies highly valued.  Ability to appropriately utilize available computer programs and systems is required, and proficient use of Microsoft Excel is essential. The ability to prioritize responsibilities and multi-task is crucial.  The ability to interact with individuals served by this Agency, guardians/parents/family members, employees and other supervisory/management personnel is essential.  Ability to make good judgment decisions, be a problem solver and to think independently is required.  

Physical Demands 

Ability to meet the physical requirements required of the position.  Must be able to sit for long periods of time while completing daily responsibilities. Successful completion of Essential Functioning Test verifying ability to lift at least seventy-five (75) pounds.  May have flexible varied work schedule in order to complete high priority tasks.
